ارزیابی روابط علّی میان شاخص‌های مدل تعالی سازمانی ای‌اِف‌کیواِم با استفاده از تکنیک‌های مدل‌سازی معادلات ساختاری و دیمتل

چکیده

مدل تعالی سازمانی ای‌اِف‌کیواِم یکی از مدل­هایی است که برای ارزیابی سازمان­ها استفاده می‌شود. این مدل ابزار کارآمدی است که مفاهیم و ارزش­های سازمانی را نهادینه نموده،و امکان شناسایی بهترین فرآیندها را فراهم می­‌آورد. علّی‌رغم آنکه در سازمان‌ها تلاش­هایی برای طراحی و عملیاتی­سازی مدل­های تعالی انجام می‌شود، اما عمدتاً به ارزیابی روابط علّی میان شاخص­های توانمندساز (رهبری، کارکنان، خط‌مشی­ها و راهبردها، منابع، فرآیندها) و نتایج (نتایج کارکنان، نتایج مشتریان، نتایج جامعه و نتایج کلیدی عملکرد) پرداخته نمی‌شود. بر این اساس، پژوهش حاضر به شناسایی شاخص­های اثرپذیر و اثرگذار مدل با استفاده از ضریب تعیین و تکنیک‌ مدل معادلات ساختاری خطی و دیمتل می‌پردازد. جامعه آماری تحقیق شامل رؤسای گروه و کارشناسان مسؤول ستادی آموزش و پرورش شهرستان تبریز می‌باشد. این تحقیق از نظر هدف توصیفی از نوع پیمایشی و از نظر نوع استفاده تحقیق کاربردی است. جهت جمع­آوری داده­های مورد نیاز از پرسش نامه خود ارزیابی ای‌اِف‌کیواِم استفاده شد. یافته­های تحقیق نشان داد شاخص­ نتایج جامعه به‌عنوان مهم­ترین عامل اثرگذار و شاخص منابع و مشارکت به‌عنوان مهم­ترین شاخص اثرپذیر شناسایی شدند.

چکیده [English]

One of the models used to evaluate organizations is the EFQM organizational excellence model which is an adequate tool for institutionalizing organizational concepts and values and identifying the best processes. Although attempts are made in organizations to design and operationalize models of excellence, the causal relationship among empowerment indicators (like leadership, staff, policies and strategies, resources, processes) and results achieved by the employee, customer, society and key performance are rarely addressed. Hence, the purpose of this descriptive applied survey is to identify the effective and influenceable indicators of the model via the Coefficient of Determination, the Linear Structural Equation Modeling and Dematel Technique. The research population comprised the head of departments and senior executives of Education in Tabriz. The research data were gleaned using the EFQM Self-Assessment Questionnaire.  Based on the findings emerging from the study, the index of community outcomes and the index of resources and participation were identified as the most effective and the most influenceable indicators, respectively.
