بررسی تأثیر مخارج تحقیق و توسعه داخلی و واردات سرمایه ای- واسطه‌ای بر بهره‌وری و ارزش افزوده صنایع استان‌های کشور

چکیده

وجود شکاف در استان­های کشور از نظر شاخص­های صنعتی و روند نامتوازن و نامتعادل رشد و توسعه اقتصادی آن­ها، لزوم توجه به توان­ها و پتانسیل­های هر منطقه را بیش از پیش آشکار می­سازد. در این راستا تحقیق و توسعه و واردات کالاهای سرمایه­ای- واسطه­ای می­توانند از طریق بهبود تکنولوژی موجب افزایش بهره­وری و رشد هماهنگ و پویای همه مناطق و افزایش توان رقابتی صنایع آن­ها گردند. لذا این مطالعه به بررسی تأثیر مخارج R&D داخلی و واردات سرمایه­ای- واسطه­ای بر بهره­وری در صنایع ایران (به تفکیک استان­های کشور)، طی دوره زمانی 1387-1374 پرداخته است. برای این منظور تابع بهره­وری کل عوامل و تابع تولید، به روش اقتصادسنجی داده­های تابلویی برای صنایع استان­های کشور برآورد شده است. نتایج به­دست آمده نشان می­دهد که طی دوره مزبور، مخارج R&D داخلی و واردات سرمایه­ای- واسطه­ای تأثیر مثبت و معنی­داری بر بهره­وری کل عوامل و ارزش افزوده صنایع مورد بررسی داشته­اند. لذا توصیه می­گردد دولت از فعالیت­های R&D صنایع جهت پیشرفت تکنولوژی و بهبود روش­های تولیدی آن ها حمایت نماید و امکان دسترسی آن ها به فن آوری های نوین جهانی را از طریق واردات فراهم نماید.

The gap in industrial indices among the provinces of the country and their unbalanced trend of economic growth and development requires, more than ever, considering the abilities and potentials of each region. Accordingly, research and development and intermediate – capital imports lead to the harmonious and dynamic growth of all regions and increase their industries’ competitive ability through technology improvement. Thus, this study investigated the effect of internal R&D expenditures and capital-intermediate imports on the productivity of Iranian industries over the period 1995-2008. For this purpose, total factor productivity function and production function were estimated by applying panel data approach. The results indicated that internal R&D expenditures and capital-intermediate imports had a significant positive effect on the productivity and value added of Iranian industries during the mentioned period. Therefore, the research recommends that the government support R&D efforts of industries in order to improve their technology and production methods and provide their access to modern technologies of the world through import.
